Management Survey
A management survey includes an assessment of the condition of the various asbestos-containing materials (ACMs) and their ability to release fibres into the air if they are disturbed.
All ACMs should be identified as far as is reasonably practicable. The areas inspected should include: underfloor coverings, above false ceilings (ceiling voids), lofts, inside risers, service ducts and lift shafts, basements, cellars, underground rooms, undercrofts (this list is not exhaustive).
This type of asbestos survey allows duty holders / owners and occupiers to safely manage asbestos in compliance with Regulation 4 of the Control of Asbestos Regulations 2012. It also allows social housing providers to comply with the risk assessments as outlined in Regulation 5 of the Control of Asbestos Regulations 2012.

Refurbishment Survey
A refurbishment and demolition survey is needed before any refurbishment or demolition work is carried out. This type of survey is used to locate and describe, as far as reasonably practicable, all ACMs in the area where the refurbishment work will take place or in the whole building if demolition is planned. The survey will be fully intrusive and involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach. A refurbishment and demolition survey may also be required in other circumstances, e.g. when more intrusive maintenance and repair work will be carried out or for plant removal or dismantling.
There is a specific requirement in CAR 2012 (regulation 7) for all ACMs to be removed as far as reasonably practicable before major refurbishment or final demolition. Removing ACMs is also appropriate in other smaller refurbishment situations which involve structural or layout changes to buildings (eg removal of partitions, walls, units etc). Under CDM, the survey information should be used to help in the tendering process for removal of ACMs from the building before work starts.
The survey report should be supplied by the client to designers and contractors who may be bidding for the work, so that the asbestos risks can be addressed. In this type of survey, where the asbestos is identified so that it can be removed (rather than to ‘manage’ it), the survey does not normally assess the condition of the asbestos, other than to indicate areas of damage or where additional asbestos debris may be present. However, where the asbestos removal may not take place for some time, the ACMs’ condition will need to be assessed and the materials managed.

Re-inspection Survey
Under Regulation 4 of the Control of Asbestos Regulations 2012 ‘Duty to Manage’, duty holders are required to carry out a ‘suitable and sufficient’ assessment of the asbestos within the property. The duty holder must also ensure that the plan is ‘reviewed and revised’ at regular intervals.
Reactive Asbestos Consultants have many years’ experience completing re-inspections across a wide portfolio of complex buildings such as hospitals, housing associations/communal areas, commercial properties and schools.
As part of our re-inspection asbestos survey, we will provide you with an up to date register, new photographs and recommendations of how to safely manage each material.

Project Management
For some asbestos projects it is cost effective to appoint an Asbestos Project Manager to help mitigate at an early stage issues that could become costly further down the line. At Reactive Asbestos we have working relationships with professionals from across the industry – from analysts to removal contractors – and therefore we are perfectly placed to successfully deliver large scale, multi-faceted projects.
Every asbestos project is different and each has its own challenges and opportunities. However there are generally some commonalities. Our project management services are likely to include writing a job specification to send to contractors and subsequently reviewing the quotes, checking contractor RAMS, provision of qualified analysts and a final completion report – however this is flexible depending on what the project requires.

Training
Reactive Asbestos Consultants provide Asbestos Awareness training at either our offices or externally upon request. This training can be one-on-one or can be given to a group depending on client needs. This course is mainly aimed at people who are likely to come into contact with or disturb asbestos, for example a caretaker or warehouse manager. It can also be helpful for duty holders to take the course to learn about the risks surrounding the asbestos they manage.
